Bobby Kogan, senior director of federal budget policy at the Center for American Progress, a liberal think tank, said in an emailed statement that the Trump administration was already “illegally impounding additional funds,” as withholding money has “always been illegal without explicit Congressional approval.”

The White House formally asked Congress on Tuesday to claw back more than $9 billion in federal funds that lawmakers had already approved for foreign aid and public broadcasting, seeking to codify spending cuts put forward by Elon Musk's Department of Government Efficiency.

The rescissions request allows the White House budget office to legally freeze spending on some accounts for 45 days.
