A constitutional law expert says the governor and the attorney general are treading upon separation of powers doctrine .

Gov. Greg Abbott said he's ordered the Texas DPS to "locate, arrest and return to the House chamber any member who has abandoned their duty to Texans."

More than 50 Texas Democratic legislators left the state to block a GOP effort to redraw congressional lines. Abbott said they won't be able to wait out the redistricting push.
