gear teeth extend to one modulus below the pitch circle (there are variations). a bit of extra clearance is dug out of the gear diameter between teeth, with a depth of 1/6 the modulus, 0.25 x ...

And with that, the pitch size varies as well ... they will have a fixed value for a given circle. A shows the diameter. This is the distance across the circle, through its centre.
