Tren de Aragua, a gang born out of a Venezuelan prison, is a loose network that doesn’t operate like groups typically considered terrorist organizations.

ORLANDO, Fla. (CBS12) — An undocumented immigrant of the Tren de Aragua gang was arrested in Orlando. According to Homeland Security in Tampa, this arrest was made possible through a collaborative effort involving multiple agencies. According to investigative journalists and a handful of academic studies, Tren de Aragua was initially founded by Hector “El Niño” Guerrero and two other men in 2014. The three men were imprisoned in Tocorón prison in the state of Aragua.
